if em waves can carry information etc...cant it carry energy so a person in mars for eg. can upload energy to charge the batteries?

Another thing to concider is the intensity of the radiation. Again, for communication purposes, this is fairly small.
In short, no, this is not a viable way to get astronauts power on mars. Solar power, however, that is EM waves in the visible light spectrum, is.
