A digital signal is just multiple frequencies being used in much the same way as a computer uses data. 1s and 0s. Either it is on or off. The frequency of the EM waves used in communication is fairly low, relative to visible light. It is the reason you will not get a sun burn from being too near a cell phone too long. Another thing to concider is the intensity of the radiation. Again, for communication purposes, this is fairly small.
In short, no, this is not a viable way to get astronauts power on mars. Solar power, however, that is EM waves in the visible light spectrum, is.
