When I see this I think of a temporarily filled position that is being held by someone until a person is hired to fill it permanently. For example, a director retires and a search is opened to find a new one. In "the interim", a person within the company takes the director position until a new person is hired. So become "an intermin director".

Also, "an interim report" is sort of like saying "in the meantime" or is reporting on an issue or study that is still in progress (incomplete).

interim means in the mean time. An interim report is one that comes between two formal reports. An interim position is one that lasts between to formal positions, such as an interim dean or teacher.
