I would not advise you to pierce your septum at home, the septum is a highly fiddly and painful piercing anyway, and you have to find the "sweet spot" in your nose, if you don't get it in the right place, it would be agonising!It would be much more advisable to go to a professional piercer's, though if you get hold of a needle and jewellery, make sure you sterilise the area you'll be working, do it in a well-lit area and keep changing your gloves every time you touch anything! I would advise you, even if you don't want to get pierced by a professional, at least go along and ask them for advice first!

Yes, you can go to a ... Beauty co or Sally's Beauty Products... those stores sale them... it's better to have a professional do it though...
