Depends on the equation/theory you are using to examine it. Usually, time and movement (or distance) is equal to speed. Depending on if you are measuring Astronimcal Space-Time/Movement, the Theory of Relativity, etc there's more to the equation, such as mass, time, distance, speed, friction, etc.

Since time is actually a mental construct if nothing moves there is no pasage of time. It is by observing movement that we become aware of the pasage of time.
