Yes you can be sued and be collected on. The question how is determined by what treaties the US has with England on these issues. At minimum, you can expect to never be allowed entry into England, or to be detained and collected on if you ever visit there or a nation under their sphere of influence. But..it is wise for a nation to allow them to sue its citizens if the nations wants to be able to sue the citizens of that nation. And don't forget, Microsoft was sucessfully sued in the EU...

yes they can report it to the CBR and yes they can assign a US collections company to collect. To sue you they need to sell the account to a US company and have them pursue it for 1500 isn't worth the effort.
