Yes, I would be interested if I ever wanted to charge my cellphone in the middle of a power cut/failure of if I got out of my bed at 3am to charge my phone and I din't want to turn the lights on.

cell phone chargers which glow in the dark serves no purpose at all. how many people would even think of charging their phone while it is dark? also, dont forget that glowpaint stores light, and so when it runs out, the glow ends too.
the only marketable place i can think of is a nightclub,where it would be more convenient for clubbers to charge their phone.

No, thats a stupid gimmick. And it isn't a good idea to post your product ideas on the Internet for everyone to see. Anyone could take that idea and claim it as their's
