The Communications Act of 1934 requires broadcasters to operate in the public interest, convenience and necessity.

You may also want to investigate Section II. I couldn't find what document Section II was part of, but the title for Section II was THE PUBLIC INTEREST STANDARD IN TELEVISION BROADCATING
