The change is apparent. Clinton, in conjunction with main worldwide aid went in and did what it took, with minimum loss, to avoid genocide, he stored no less than 2 million individuals's lives within the method. Bush, with infrequently any worldwide aid, went in with out a plan, tousled everywhere the position and has controlled to get 500,000 to a million million individuals killed who would possibly not were killed. I have no idea why you consider Clinton lied, Kosovan children weren't allowed to visit institution among 1990-ninety six, the economic system was once destroyed, 70% unemployment, with the serbs pronouncing for each and every kosovan hired, there needed to be a serb hired, for a position with ninety% kosovan individuals and 10% serb, a bit of unfair do not you consider? Then got here operation Horseshoes, which was once the ethnic cleaning/genocide of the Kosovan albanian individuals which was once avoided from taking position. Unfortunatly milsoevic died earlier than being observed responsible of his crimes. Clinton was once morally right, Bush was once no longer. That is apparent!!!

Well they got all those white house lawyers that give Bush power to do pretty much anything by associating any tasks to 'national security.' I'm sure Bush could do same thing Clinton did and White House lawyers will some how claim it was for national security and granted under 'war power.' We got too many crazy lawyers going around suing burger joints or whatever and doing other crazy stuff.

Not another one! Please provide some valid proof that Bush lied?

I'll grant that some of the evidence he used to convince congress to vote on the war in Iraq turned out to be faulty - but Bush still maintains he did not know that at the time. The majority of the evidence on hand had been collected under the Clinton administration - and was well known by many of the nations senators on the intelligence committee beforehand. And for the record - if you read the back pages of the paper, small caches of the weapons Saddam was supposed to have destroyed -are being found all over the desert. Not warehouses full, but banned weapons all the same.

We got a stained dress and a catch phrase (I did not have sexual relations) to haunt many presidents to come. ;)

Clinton wasn't under as much scrutiny in foreign matters as we didn't go to war during his presidency, although millions of other events were happening. 9/11 really kicked it in for Bush.

People died. As a result of his low poll ratings he chose not to bomb Osama when he had the chance. If his polls were high at the time he may have been willing to take the hit of a loss in popularity by killing woman and children to get to the future greatest mass murder of all times. He chose an aspirin factory instead. He was afraid he wouldn't be "cool" in the eyes of the liberal hippies eyes that have arose to power since the 1960's.
