I don't know since I know that staring is very rude and I never do it to others. I have people from india living down the street and I noticed they ALWAYS STARE and often GLARE in a hateful way whenever I drive past them in my car. They stare at my friend who visits me. It's very unnerving and I really hate my neighbors because they seem so hostile.
Anyways I do not know why they stare. All I can think of is that it is either their culture and they do not think it is rude to stare, or they are just assholes. In my case the neighbors are assholes. I am not white, I am asian and from Texas so it's not just you.

Most Indians are dark by nature, when they see an foreigner they wondering how white they are and look. and they look at the Africans also. They have curly hairs and different looks so they look at them also., And they stare at the Chinese people also about their small eyes and flawless skin attracts any one. So who ever different in looks any body will look at them.

anything new attracts people! wont our heads turn to stare a new car or a new advertisement hoarding?
its mostly because of the fact that we indians are so strikingly different from them!
if a french person goes to britain, probably they will not identify differences unless they speak! they look quite similar but here, its not the case!!!
