The non proliferation treaty, NPT is full of holes and exceptions so basically the US and few powerful nations in UN really control who gets nuclear technology. This is the regulation. North Korea have taken some provokative actions like shooting test missiles on 4th July, testing nukes... etc. Two Koreas are technically still at war, so its not good thing for neither to have nuclear bombs. Considering some now days go to 'pre-emptive' wars. It's possible for North Korea to say 'we're going to attack first since we see can't wait till someone attack us first' and attack S Korea or even the US. We went to war because we didn't want Saddam's nuke (which never existed) to hit us or like the people said many times we didn't want 'smoking gun to be a mushroom cloud.'
N Korea claim nuclear weapon is for defense since countries think twice about going to war if both have nukes. Its big blow to both or suicide mission. Scary think is no one can be sure if they won't interpret defense as some type of pre-emptive attack as we did in Iraq.

From what I understand is that N. Korea has been mounting up an arsenal to oppose the USA for about 20 years. I have heard that they spend all their resources on their military and that they could take out the USA in less than 3 days. If the people I talk to are worried, and I am worried, don't you think congress is worried.

Well, I think the leader of North Korea is a bit off the deep end but I assume that his followers fear death, so I assume they wont use them.
Still the more countries with nuclear weapons the more chance they get used.

Other countries have democratically elected governments who aren't bent on starving their own people to death, selling whatever technology they can to whoever can afford it to pad the bank account of the dictator or blackmail the rest of the world to do their bidding.
In short, you don't give a lunatic a gun even though guns are legal.
This is why the rest of the world "bothers" North Korea and Iran about their nuclear program.

Cause the leader of North Korean and North Koreans are freaking crazy and paranoid. To put it simply they don't trust them. There the ones that test their missiles by launching them at Japan. They are the ones that have shoot outs with the South Korean navy a couple times a month.

The guy that runs the joint is a bit........... kookafied.
His country has also been given billions of dollars a few years back to quit their nuclear program.
Also there has been a fear that the country lacks the technology and resources to build the equipment without blowing themself and their neighbours up.

They should be bothered. The leader of North Korea is Kim Jong-Il, and people should be afraid of this guy. So, to me it's not that they have the weapons, it's who controlling them. This guy scares me a lot. he's very unpredictable, and has a lot to prove.
