No, actually it never was. Here's how the system works:

If you are in an agricultural job, you are encouraged to have no more than two children.

If you live in a town or city, you are encouraged to have only one child.

There are local 'citizens committees' in every area. When a woman becomes pregnant, they come round to congratulate her, and she gets government benefits, tax breaks and so on - IF the pregnancy is within the guidelines.

If a woman is pregnant and already has the maximum recommended family, then the committee come round and try to persuade her to have a termination. If she goes ahead with the pregnancy, then her tax benefits are cut, she is penalized on housing lists, socially (she is shunned by her neighbors) and in other ways.

However, it is not specifically illegal to have many children - it is made socially unacceptable, and monetarily undesirable.

I saw this system for myself when I was in China, and it works. We should adopt something similar in the US, although I think a limit of one child per adult is more realistic.

Yes and for this reason many female infants are left for dead or put into orphanages because the parents want that one child to be a boy.

Yes, that's the law. The Chinese prefer boys, too, so sometimes they get rid of girls so they can have a son.
