Massachusetts and California, P-Town and San Fransisco especially. MA allows same sex marriage, and P-Town is a homosexual mecca. The United States is one of the most sexually liberated countries in the world. Also, South Africa and the Netherlands are very librated. Germany, too, if you count legal prstitution as liberation, which I generally don't.
It is NOT true that women in the middle east have to keep their panties on during sex, nor do the men ejactulate any more prematurely than those of any other region of the world. That's a vry general statement, and the sexual practices in that part of the world vary as much as in any other region. However, there is considerably more opression towards women there. There was actually a recent article on Yahoo about Pakistani protests involving laws that would remove the restrictions placed on women filing rape charges, which included the need for four male witnesses for the case to even be considered. Otherwise, the woman would be charged with adultery/fornication. The new laws eliminated these clauses.
Generally, Europe is very liberated, and the US is very liberated. Sexually speaking, of course.

I think the middle east probably sucks the worst. The guys ejacul@te prematurely and the women have to leave their panties on during sexual relations.
