what can i buy to have a great christmas party at a low budget, without shopping online.

All you need is good friend or loved ones. In terms of what you need to have, some wine, just buy a reasonable table wine brand, which should save you a few $. Guests will probably bring some wine bottles anyway so do not buy too many. How about downloading some music for the occasion and save on buying a few cds?
as for the food, your best bet is to cook, cause buying stuff at that time is expensive and there are long waiting lists.
