Yes, some lip glosses do dry out the lips so apply chapstick before applying your lip gloss it will help you out, or better yet get mosterizing lip gloss.

Lip gloss will make chapped lips worse if it is made with petroleum jelly, petrolatum, or mineral oil. Not only are all of these are byproducts of gasoline distillation, but their molecules are too large to actually be absorbed by the skin. Consequently, they just form an oily layer on the skin, without actually moisturizing. So, you slather on the lipgloss, which can't be absorbed, meanwhile the skin underneath keeps drying out. That is probably why you've noticed that your lips keep getting chapped.
There is a pretty easy solution though. I make my own lipgloss with ingredients that you can buy off of www.wholesalesuppliesplus.com
If you're not feeling up to making lipgloss, though, Burt's Bees "Beeswax Lip Balm" is great for dry lips. It's ingredients are beeswax, coconut oil, sunflower oil, vitamin E, lanolin, peppermint oil, comfrey root extract and rosemary extract.
The oils in this lip balm have small molecules, your skin can actually soak them up! Also, vitamin E and lanolin are great for your skin. Lanolin is actually very close to the oil produced by human skin, so it's a natural substitution when our skin it's moisturizing itself.
I sometimes use lip liner and then put on the lip balm, rub it into your lips, and it's like lip gloss that is actually good for your skin.

If you get the O-Gee (old school) lip gloss like I do, with the roller ball, um-um-um, your lip problems will be forever gone. It is a gloss and it does not dry out your lips. Sometimes when I need lotion for my hands and I can't get to it, I take my roller off of my lip gloss and apply it to my hands and fingers. The results are Hollywood perfect! I keep at least six lip glosses at all times. I buy them downtown Los Angeles on 6th and Broadway. The name of the store is C & T discounts and they sell for $1 each.

some do actually dry out your lips. in fact the ones that do dry out your lips are the ones with the long lasting color promise, try to you natural oil base lip gloss like bigalow products from Bath and body works (light lip gloss with high shine and a touch of mint) or Victoria's Secret lip gloss (very heavy but shines like glass and very long lasting) I recommend both
Mac may have great make-up but their gloss is way too sticky

If you have a habit of licking your lips lip gloss might actually help the problem by locking in some moisture, unless you are licking your lips because you like your lip gloss.

Yes, there are some lip glosses that dry your lips out. Stick to department store brands or those that only have organic ingredients like Hemp Organics or Peacekeeper. They never dry out my lips.

Emolients in some chap sticks and glosses will cause peeling and do more damage than good. I wear vaseline as much as possible. It's still got a sheen but a lot more protective.
