My home owner association keeps issue violation citations and fines regarding my property no matter how well I take care of my property. This problem has gone on for months. I am tired and can't afford paying these fines. Should I address this issue through an attorney? What is the best way to address this issue? Please advise.

First go to the next HOA meeting and address your concerns with the board. Find out if this just affects you of if they are doing it to others. You may be able to get the policy changed, or get an explanation of why the fees are being assessed. If that fails, contact an attorney; but expect an uphill and expensive fight. HOA boards usually have draconian powers written into the CC&Rs, and are notoriously difficult to fight.

Next year, try getting elected to the board so you can help redesign the system from the inside.

If you are not breaking the rules .. take them to small claims court for your costs. The HOA is not allowed to use their highly paid attorneys in that court, so you have some equal standing.
