I have a brass statue with 4 arms. I think it's a woman, and she's standing on a baby with one leg. lol Does anyone know the name of it? And what's the story with her standing on a baby?

Your Hindu 'goddess' may be Lord Shiva in his manifestation as Nataraja, the Lord of the Dance. The dwarf on which he stands represents the material world which he has transcended.
