It is all about getting the votes of those most affected by whatever the Tarrif Quota or Trade Restriction is imposed on.

it all depends on the circumstances, at times to promote internal industries of a country and some other times to get more taxes. it is a way through which the government regulates the economy (usually the import and exports)
