I have a .mkv file that contains a .ssa subtitle file. I am trying to make it into a DVD, but I don't know how to extract the subtitles, and once I do, I don't know what DVD authoring program would support .ssa files.

mkextract will take out the subtitle.

Tipard MKV video converter. It can help you convert mkv video to mp4, avi, and other popular formats. It also has video edition functions. You can use it to deal with the subtitles. Just have a try.
