It is dirty, smelly and dusty if you do it at home. you should not be charged to have it removed as it should count as just a return visit. Also you want to make sure it is ready to come off. I had a plaster cast and they removed it and put on a nice fiberglass cast and after that an air cast boot. so I would have the doctors office do it.

First point is that you really really ought to leave cast removal to your doctor. That said, I usually get mine off with tin snips. They have the brawn to do the job, but not the brutal sharp points to perforate me accidentally like scissors did one time or a big kitchen knife did on another occasion. You have to believe me it is embarrassing to explain at the ER that you need stitches because you accidentally stabbed yourself while removing a cast. Getting the cast wet and soggy before you start helps too.

Vinegar and water. It takes some time so be prepared to work on it for awhile. You have to let it soak and the smell is awful, but it will start breaking the cast down slowly.

my dr. is charging me 400.00 every time he takes xrays of my arm. So yeah i am not going back and in a month i am going to cut this cast off myself! Then wrap it in a ace bandage and go back to work. So I can pay him for nothing!

Why would you want to. If you cut into it you could end up cutting into your skin and causing an infection. Leave it to the doctors because the bone should get checked anyway to make sure it is totally set and healing.
