I've never used the stuff before and I want to make something with some photos I have. Will it ruin the photos? Do I just use it to glue the photos or can I seal the whole project including the photos.

Yes, but not ones you print on your your home pc! Just regular glossy prints, a light coat first.

If you are worried about the picutres getting ruined, make color copies of them at any office supply store. That way if something happens or you lay on too thick a coat, you aren't ruining the original pictures. Mod Podge is usually used as a sealer or something to do layered work with. When I was really into crafts there wasn't a single thing in the house that I didn't try to seal or use it on. My best advice, give it plenty of time to dry between coats and use it in a dust free environment. Once dust gets on it when it is drying, there's almost no way to remove it.

I believe that you can but just to be safe I would get a color copy at a copy shop. They turn out great! I think it would actually look a lot better if you used that type of paper versus photo paper anyhow!!
