should I start to look for clients or should I learn more? I know alot about html and css. Also, how much should I charge for a web site that is not so complicated(like text, links, images, just the basics)?Any suggestions?

Charge them $20 an hour, where an hour means you're working hard and not goofing off, and it should take only an hour or so for each page if it's just basics like you say. I think an average website at that level goes for a couple hundred dollars, depending on how big the website is. If you're actually editing images yourself, or even taking the photos, you can charge extra for that, since image editing can be painstaking.

If you're looking to build clientelle, you need one of two things: a degree in web design, or a portfolio of websites you're already designed that you can show off. Find someone you know whose website could use a redo, and offer to do it for them for cheap. After you have a couple of websites like this, you can show them to other people who don't know you to convince them that you know what you're doing.

get some small things first, maybe for some friends, then start doing stuff for local businesses. Create your own website with a portfolio of work to show potential clients what you can do.
Also it is important to be able to actually design websites (preferably in photoshop since the result is nice) and then use your html and css skills to make it nice and function able.

If you build it they will come. Build the best website which shows off your skills, and include a message at the bottom letting people know you are the one who designed it and how to contact you for more information.

Also if you want, goto local companies who have websites and offer to improve them, for a small fee. This would be great word of mouth advertising for you.

you should start looking for clients if you are serious about it. It will be the best way for you to gain experience and be educated at the same time. As for the pricing, I would base it on how long it takes you. Keep in mind, someone is going to pay you to do it because they did not want to take the time to learn it themselves. You owe it to yourself to price as much as you want. Good Luck

Go for it, build a webpage to show off your expertise to clients that would make them interested. I'd say about $15-$30 a page.
