For the car:

D = (0.5) * a * T^2

For the runner

D = v * T

Both equations can be set equal to one another. you know a and v. solve for T to get the time, solve for D (after getting T) to get the place. As to velocity, we already know it for the runner. For the car:

V(f) = V(i) + a * T
