A bunch of factors come into play.

One, it is your computer. You have a Receive Window that acts as a straw and the internet is a milkshake. If you are able to connect at a fast rate, or you have a big milkshake, and your receive window is set at a low setting, or a small straw, your speed will be slow. Download TCP Optimizer and select the optimized setting. You will be required to restart but it's worth it because you will be downloading faster.

Two, the site you are downloading from has high traffic. This will cause download speeds to be very low because of limited bandwidth.

Three, too many people are logged onto your network. If you have network in your house, too many people maybe on and it is causing your speed to bog down.

Four, and this ties in with the third reason, you have a wireless connection and it unsecured. If you live close to people with an unsecured wireless network, neighbors will log onto your connection and it will cause the connection to bog down.

Ok, connection speed goes both ways, if you, like me have a mega fast connection, the machine you connect to might not have alot of bandwidth to play with, which will make the download speed to you quite slow!

I seem to have that problem occasionally too but I think it has more to do with the website you are downloading from. I have the most trouble with my yahoo mail, which only occasionally slows down, the worst though is myspace!

it can be a a number of things,

the size of the attachment, your location, the site where your mail is located, how many other people are trying to access their mail, ect.
