My friend wants a set of undercar lights for Christmas. I found some online that will be perfect for his car but the website suggested I check the state law before I place my order because they do not accept returns.

illegal to have them lit up and driving down the road. But on the right ride, partying parked, forest preserve, private property etc. they're cool. Color should complement paint job...dont drive with them, cops will pull you over for sure...

Generally the rule is that they're OK if they're off and you can't see the bulbs. You theoretically shouldn't have them on while driving but you see them all the time - if your friend gets pulled over and he's nice to the cop then the cop will probably just tell him to shut them off, but if he acts like a jerk he will probably write him a ticket.
