All new cellphones have GPS built in so you can be located if you make a 911 call. If GPS isn't built in trilateration can be used to locate the phone.
Some local governments monitor traffic by using the location of peoples cells phones.
Helio offers a service to locate other Helio subscribers.

I think it has something to do with using the Cellphone transmitter masts in a similar way to GPS navigation satelites, and measuring the signal strength. something like this example: http://searchnetworking.techtarget.com/sDefinition/0,,sid7_gci753924,00.html
