Read books of different genre's. Listen to talk radio. Go to the movies and study those that articulate with good choice of words and note how they speak in complete sentences. Study language structure and practice writing sentences that result in a paragraph that develops a single thought or proposition. You have to actually do the homework in order to learn the subject. And yes, anyone can become articulate. Guaranteed.

Join Toastmasters. It's for people who want to improve their public speaking. Also, read aloud. Record yourself and hear how you sound. Keep re-recording yourself until it sounds good to you.
