Actually, when it is in your body it is a blue color, thats why your veins look blue. When your blood comes in to contact with oxygen, it gets its red color.

Blood looks blue under water as the red light frequency is the first to be cut out by the water.
Removing the red makes the blood look blue.

Venous blood (blood that has travelled to your muscles and peripheral tissues and delivered most of its oxygen to the tissues) has a bluish cast. You can see this if you're thin enough and your veins show through your skin.
Blood fresh from the lungs where hemoglobin binds oxygen is bright red, and then becomes darker (bluish) once more when it gives its oxygen to the tissues.
Someone whose tissues are not receiving enough oxygen may appear cyanotic (cyan=blue). This is due to not enough blood reaching an area of the body, and the local tissues essentially suck all the oxygen from the blood, giving it a blue cast.

When it has no oxygen, yes, it's blue. Take a look at the veins in your wrists where they show through the skin. They look bluish, because the blood in veins is deoxygenated.
When it does have oxygen, blood is bright red. If you cut a vein, the blood will turn red as it leaves the body because of oxygen in the air. Blood in arteries is already red because it has oxygen in it, on the way from the lungs to the muscles.

Yes, un-oxygenated blood is blue. You never see it as such because the second it leaves your body it turns red in the air. You can see some blue veins on your body, that is blood which is on its way back to your heart.

I have heard that blood is actually blue but, when you have a cut and the blood is exposed to oxygen - it appears red. Take a look at your veins.
