I don't think it is a term in the sense you mean it.

Arrested development is a state where development has stopped prematurely. So it is merely descriptive.

It is a scientific term, also called "hypobiosis," that refers to the development of larva in delayed stages.
The term is also used to describe psychological conditions in which development stops prematurely.

As for the group that made it a popular catch phrase:

* Hip Hop group "Arrested Development" came out in 1988 and the early 1990's

* Emmy-winning TV show "Arrested Development" aired 2003 - 2006

The Hip Hop group later sued Fox for using their band's name as the show title, similar to another lawsuit by the band "Living Color" over using the show title "In Living Color."
