All of them are equally elusive due to the human psyche. Aesthetically, all of the abstract ideas you mentioned means different things to different people. Therefore a collective 'resolution' to any of these is impossible, thus, elusive.

World Peace is the most elusive. There is nothing called absolute Justice. Yes, Mother's Love is True Love. Genuine Happiness is within you, it is called Contentment.

i have true love and genuine happiness, and i know what they are; and they are not elusive, they are an inside job.
absolute justice exists, we just don't see it or understand it and we won't unil we pass on to the next dimention.
world peace is elusive; it is beyond elusive it is non-existant, never has been and never will be (really, there may eventually be something that seems that way but it will only be an illusion, for peace is not meant for this world, it is just not a part of the plan).
peace is an inside job...world peace is a pipe dream, a fantasy.

Genuine happiness -- we all have had such moments.
True love -- we all have seen (a rare) others experiencing true love.
World Peace -- During the Pax Romana there was world peace.
Absolute justice -- King Solomon dispensed justice with unheard of wisdom.
They have all existed in this world, but they all are transitory. They are as elusive as a flitting butterfly. There is no denying the butterfly; it is just hard to catch it.

Without true love, and absolute justice, there is no world peace.
Therefore, no genuine happiness.
They can all of them be just as elusive, because all of them are dependant upon the other.
Absolute justice depends upon true love as well.
World peace demands absolute justice.
Genuine happiness is attained by true love, peace and justice.

It appears to be "genuine happiness", for happiness is certainly something different to all. And without happiness, does love really have any meaning, and certainly world peace is in itself something of happiness expressed for all mankind, as to absolute justice...I think that is in the eyes of the beholder, or ruler and accepted doctrine at the time and really has nothing to do with happiness, all thought...in absolutes, it too would fall under the umbrella of happiness for without happiness how would one define the essence of justice to those that can not understand the world about them.

I would say world peace. I have seen genuine happiness (though it is rare), true love (rare also), and even sometimes I have seen justice....however, I have NEVER seen or even heard of a time when there was world peace.

True Love.... it doesn't exist in a "true" form. All love is of a selfish nature... the ol' what have you done for me lately. Sorry, love can be bought, simply because people can't help but sell it.
The other three things could actually be obtained.
