OK here is the situation. A defender is called for Pass Interference. The catch is made and the offense declines the penalty. After the penalty is declined the defense challenges the "catch". After further review it is ruled the receiver bobbled the ball and it is an incompletion. Since the offense had already declined the pass interferance call are they back to the original line of scrimmage or can they change their mind so to speak?

Yeah, they can take the pass interference even though they declined it before.

In fact, if the play was reversed, I don't even think the officials would ask. They would probably just mark off the penalty. Because in that case, there's not a question about weather or not to accept the penalty because the answer is obvious.

That would be a weird situation. On the one hand, it doesn't matter if its accepted or declined, because they get the ball at the same place no matter what. (In the NFL you get the ball where it would have been caught, unless it was in the end zone, which means its put on the 1-yard line.) But a pass interference would mean the clock gets stopped, but a caught pass would keep the clock running. So if a team wanted to keep the clock running, would they want to decline it?

Yes, they can "change their mind," because they opted to take the result of the play, and the ruling on the field was a completion. If the ruling on the field is overturned by replay, they can then opt to accept the penalty.
So there really wouldn't be any point in the defense challenging that particular play, since they'd lose out either way.

In this situation, the offense would get the opportunity to then accept the penalty.

However, in this situation there would be no point in challenging the call, since the interference penalty happened.

This situation actually. . or one similar occured in the Arizona/St. Louis game earlier this year. .. it was a different situation but similare concept. If the play is reversed by replay. . . the offense. . correctly so in the spirit of the rules would be given a chance to accept the penalty. Sadly fallen. . . your freaking amazing brain isn't so amazing!

Is it legal for a defensive player to run out of bounds then return to the field to tackle the runner. In the Patriots vs Cardinals game on Sunday night this occurred when one defensive player fell and another went out of bounds to avoid his teammate, then came back in bounds to tackle the runner. No penalty was called and not a word was said about it by the announcers.
