Get the best you can afford, I love Adobe Photoshop but it is very expensive. If money is tight, you can go to downloads ( link provided) and look over some free / free trial offers. Be sure to run a virus check on a program before you actuall install it. When asked to run or save, always save to a place you know you can find it easy ( I save to my desktop) then run the virus scan, then install if it is clean.

There are heaps of available programs. Avoid Photoshop, the user interface is very difficult to learn and use (I have been using Photoshop for years so don't post and tell me I should just learn it).
Currently I am using Adobe Imageready (because it is fast to load and great for small adjustments)., but there are also programs as as PhotoImpact from Ulead and PaintShop Pro. With the Microsoft Suit comes a program, but I can't remember its name and found it difficult to use.
Try Download.com to try a range of free packages. Not as good, but of course cheaper.

Adobe Elements is excellent, is less then $100. There are some digital cameras that actually include Elements as part of the software bundle.

well i suggest you try a couple of free photo editing programs before you sink in hundred of dollars for a more professional software like adobe photoshop. There is one by the name of PICASA. User friendly and have a good straightening tool and croping as well. Great for ornizing as well. download it @ http://www.geocities.com/lcming/Digitalphotography
