It depends on how your relationship with her is and how you say it. If you say "WOW, You're Looking Go-ood!" She is going to think you're coming on to her but if you feel you can openly talk to her and say "you look nice" or something semi-sweet she might take it as a compliment.
You could also say something like "You look happy" or "You look like your doing well" something generic.

Uh Oh! Looks like you miss her. If you just wanted to compliment her because she looks good and it didn't have a deeper hidden meaning, then guess what? You would have done it already!

If you have to think about it that much it means you are still into her and you want to start sending some signals her way.

If you really just want to compliment a female that you find attractive and you are a nice guy and like to see people smile then go ahead. What's the worst thing that can happen? She thinks your still into her. (which it seems you are anyway, so mission accomplished, right?)

Depends...are you with someone else right now? If so, you should tell her anything. If not, then of course she'll take it as a compliment. What woman wouldn't want to be told something like that? None that I know of!

thats probably not a good idea, first of all, she might get creeped out, second of all, it just sounds like you're trying to be fake...my ex told me that i looked good, and i didnt take it as a compliment, i took it as him trying to get back into my pants...
