Good question! I think they want everyone to look, so they can gripe about guys just looking there and not their eyes. We had a Britney wannabe at the newspaper I worked for; never, but NEVER wore a top that wasn't indecent. And never, but never stopped complaining that guys never looked her in the eyes. I finally told her to put a shirt on and shut up. And she cried like a little kid (30 and had kids of her own)! She apparently didn't realize that wearing that kind of clothes gets that kind of reaction! I didn't say she was smart. She thought Britney was a goddess.

i've often wondered that myself. i've considered it to be enticement that was set out just to get you in trouble. and something similiar, when she wears a low rise jean and a thong and it was obviously noticeable at a glance, did she want you to look at that too? I'm confuseder

She may not want you to look, but she shouldn't expect you not to. I mean, hello, it's right there. Most women who wear that stuff are seeking attention to feel attractive- whether they admit it or not.
