Like when you press the ALT button and some letter or number a special character apears? My ALT button, when pressed along with another button/number never works. Any ideas as to make it so the ALT button can work with another key without bleeping?

not sure what you mean, but when you press and hold alt, then press a combination of four numbers on the num-pad, it will create a special character. go to this website: http://vlaurie.com/computers2/Articles/charset.htm
for information about using windows' built-in character map program. if it isn't installed (which it should be), this site will tell you how to install it.

The ALT button does do anything by itself. Use it in conjunction with another key to change the function of the key. If that key combination, eg ALT+M is not set for a program you will get a beep.

ALT most works with menus for try this. ALT+F to get the file menu, and ALT+E to get the Edit menu. Also try ALT+TAB to switch between open windows (you will need more than one program open to test that).
