because of the flames. they move they are not stationary so when they move they cast shadows in different places. causing the effect to look as if the "face" to appear to be moving

It's the same thing when your driving down a very hot road. You look ahead and the road looks wavy or wet. It's an optical illusion, sort of. The heat waves distort the true image making it appear to move or be wavy.
Maybe you've heard of a desert mirage. Travelers in the desert are hot and thirsty. They look ahead and think they see a pool of water. They try to get closer but it keeps moving away because it doesn't really exist. Eventually they think they were hallucinating, when really it did appear as though there were a pool of water, but it was only the heat distorting the air above the sand.

Huh. lol surrounded with fire and HIS face tend to move? are you talking in some deeper meaning or something cause from what it seems i dont think that is a good question. not that i am good at anything, but reading it makes me say "HUH" face has a nose on it nose takes in oxygen get away from the fire to get oxy person moves the face...? that is one hell of a stupid answer okie good luck to you and your Q

Is it the flickering causing shadows to make it appear to move or is it more of a you actually see someone surrounded by fire in some sort of dream and you want to know the 'meaning' behind it...

It is because of the moving heat waves. Just like when you you see an object across a vessel which is boling an dproducing copius flow of steam in your kitchen

Maybe the light that the flickering flames produce is just that, 'flickering'...causing light differences....looking like a shadowy dance.
