I do. my solution is just to nod and smile.
You don't need to point out if they lie or make a big scene - that's just petty.
People can figure out very fast that that person is completely full of ****.

Oh my god, YES!
I know this guy who just won't shut up! He always has to top your stories, and you can't help but wonder about the outrageous things he says!
He also name drops all the time. He used to work in some field where he met a lot of famous people, that was years ago and he still talks about it all the time. I could care less about celebrities, (other than my super-crush on Heath Ledger right now) but he is constantly talking about this and that famous person as if it's the most important thing in the world.
I actually try to avoid him as much as possible because I think he's totally annoying...

Yeah, I know somebody like this. He isn't a "positive" one-upper though. If he does something wrong, he'll say "but what that person did was worse." He's not always right, of course, but either way, its very annoying since he always points out the negative things people do, and very rarely points to the positives.

Several. I've come to realize that these people, the ones that tend to have a better story than you, want to compete with you on a test, in a job, etc. are the ones that are lacking something in their lives. I've learned a lot of times it is their own self-esteem issues.
Whenever I encounter someone who likes to one up or put someone else down, I usually say, very tactfully, that a person who puts down or one ups someone is not confident in himself and suffers from low self esteem. From my experience, that tends to shut the person up.

Yes I do. I worked with someone like that for many years. No matter what happened to anyone else, it was always worse, more, less, bigger, smaller, etc. to her. I learned how to just listen and keep my mouth shut. Everyone knew she was like that, and I didn't have to voice it. Most people talked about her behind her back, but no one said anything to her face. She didn't have many friends--I think even her family wasn't too close to her. I guess you could say she was her own worse enemy.

Yeah, me, sort of. It's not that I want to be better than the others, but rather I may have had similar experiences and want to share them. It does however come across as a "No matter what it is, he's done it too..." kinda thing. But the truth is, I probably have and I don't lie.

I sure do. My bf's sister is like this. She thinks she knows everything about everything. It doesn't matter what the subject, she has to throw her two cents in even when she's completely wrong. UGH... she's so annoying!
