Technically speaking, potatoes grow better in colder climates and have to go deeper into the soil. Keep covered and no sunlight in the growth stage, they'll develop solanine, a very toxic chemical. Just get them from your local farmers market, much easier to maintain.

you have to put them in a mason jar of moonshine and when the eyes grow plant them they will give you a big kick when u dig em up:) not too much dirt not too little may be 2-4" deep

Drop your pants and fertilize those taters the old fashioned way. Just bring something to read and you're set.
