Well the seat of government was philidelphia.The actual treaty was signed in paris.The reason being France was the colonists great benefactor,They fought alongside the colonists and supplied weaponry to oust the british.It is worth noting that by that treaty the british relinguished her hold on the new england states.The colonies recognised france as the sovereign nation in canada.Britain soon after wrested control of canada from the french.This and only this was for what the british considered treachery by the french during the war of independance
