i think yes. although sometimes it is difficult. It is our choice to think of nice things or things that make us upset, so we can choose.
many times i am not happy and i realize it and so i think of ways to get myself in a better mood. so i would say yes.

No one can MAKE themselves anything. Feelings just are. They come from within. Question is, do you trust your feelings, stay with it, acknowledge them, happy, sad, mad, etc.., or is your system so sensitised, they quickly dismiss any feeling that's coming up, esp those that are unacceptable?
If you are one who only accepts 'happy' feelings, beware you may get tired that 'happiness' really doesn't bring you 'happiness' anymore. This is a paradox. Beyond this, is something called 'joy', it just exudes from within, even when there's nothing to be 'happy' about. But joy doesn't just come out; it's underneath all that crap inside of all of us. The crap has to 'come out' b4 joy wells up.
Don't expect this phenomenon to happen overnight either. Until you can get beyond the concrete, then the abstact, are you able to experience the paradox. And you don't have to be a monk nor a nun to have it!

Ultimately, you are the only person that can make you happy.
There are things that people can do to make themselves happy, such as surround themselves with friends, take some alone time, acheive a goal, exercize, eat healthy, eat ice cream, and even see a counselor/therapist or take medication, but a person decides to do these things.

depends how sad. i guess it usually IS me that turns around my mood, but it still feels bottom-up, as in, not in my control. like i'll just be thinking about something and decide something, a new perspective or to just let it go.

no, i can't.
if i was angry i can make myself happy because i can do things to lesson my anger (walk, exercise, read a book). sadness is a bit more like depression.
