Most definitely! The full moon, after all, *always* rises within a short peiod of time plus/minus of sunset. On occasion, this will occure practically simultaneously. Just follow a sunset-moonrise calendar, and plan accordingly to be on a high hill with an unobstructed view on the right date.

I cannot say that I have witnessed the event of them bot crossing the horizon at the same moment. It could happen, because most of the time the moon is not in the plane of the earths orbit around the sun. The sun could be illuminating the full moon with the light which passes over one of the poles.. As far as actually seeing them both at the same time, mirrors would have to be involved, because they will be on nearly opposite sides of the sky.

Yes. It's an awesome sight. Best viewpoint is on a high point of land so that you can see to the horizon both east and west. As the suin sinks and the moon rises.
