About the rpm, is this in neutral? My 02 mazda has an rpm limiter that will not allow it to go over about 3000 rpm in neutral.

by jet do you mean hi performance? if so then you have
the wrong airmass sensor installed.
run a computer diagnostic to see if the engine management systems are working properly.
check for a plugged cat

Your PCM might need programmed for this sensor. Hook up a OBD 2 scanner up to the port and it will tell you exaclty what is wrong. These are costly but you can go to autozone and they will do it for free.
