It depends on what you mean by largest:

Seoul in South Korea is the largest by way of Population.
Tokyo, Japan is the largest by way of the size of all Urban Areas
Los Angeles is the largest if you are stuck in traffic on the 405.

If you count the entire urban area it is Tokyo, Japan
