I'm thinking they probably make all the ATMs off the same assembly line regardless of their eventual installation.

First, most manufacturers probably don't make special "blind and sighted" ATM's. One size fits all, so the same ATM you would see at a hospital or store is the same basic one you'll see at a drive-through.
Besides, you will notice the next time you visit one that all of the braille ATM's should also have audio attachment plug-in that allows visually impaired / blind folks to use ATM's even with the new touch-screen ATMs.
Many years ago, I saw a friend of mine (who's significantly visually impaired) but not totally blind walk up to the drive through ATM by our school and go right ahead and use it.
And just a couple of days ago at an ATM some folks walked up to the line of cars and waited in line in the place between two cars and made use of the ATM - and then walked away.

Because you can walk up to them, or if a blind person is a passenger, they can feel the numbers. It's also required by law that they have braille. In the next few years, money will have to change so that the different denominations will be recognizable to the blind.
