This is what I do:

If you want that porn star look, wash off your razor and get to work. First, trim your pubic hair into a crew cut with scissors or an electric shaver. You may want to get in a hot bathtub and soak for a little while before the next step, which is the shave. Soaking in a warm bath loosens up your pores so it's easier to get a clean close shave. Before you start shaving, remember to always shave WITH the grain of the hair, not against it. This will reduce any redness or bumps. If you shave against the grain, it will irritate your skin. Also, you may want to rub a little bit of moisturizer on your junk as soon as you get out of the tub. This will also reduce any redness or bumps. Please note that a little bit of redness, itchiness or bumps are normal for first time shavers but will go away after your skin adjusts, usually within two weeks.

DON'T use hair removal creams! They can burn like you wouldn't believe (I've heard some stories). Waxing can cause bleeding (not cool). Make sure when you shave that you don't shave over the same area too many times (two or three at most), or you'll get razor burn.

Shaving the scrotum and base of the penis shaft is actually easier than one thinks. At first it is awkward to find ways to manipulate the scrotum in the right manner to remove all the hair cleanly but with practice you will get good at it.

I find the best place to shave is in the shower, Use soap or shave cream as you prefer and spread it well over all the hair you wish to remove. Then gently stretch the scrotum this way and that to create smooth areas over which to slide the razor. Don't worry if you miss some on the first go, it is best to simply shave over the entire area once and any left over hair can easily be removed tomorrow. In fact when you first start it can take two or three days to get a truly smooth scrotum. But the effort will can be well worth it if you enjoy being really smooth and ever so clean looking down there.

As I mentioned it is a little awkward gettign things in the right position for shaving but once you get your method down, it won't take more than a couple minutes every couple days to maintain it.

Your alternatives are chemical hair removers (nasty stuff that can be irritating especially if they get on the sensitive head), wax (can be fun if you are into that), simply trimming with scissors (not as smooth but definitely neater looking than doing nothing), laser removal (pricey but very effective) and electrolysis (also good but expensive).

I think your best bet is to have it professionally waxed off. You can shave, if you have a steady hand, but that can cause irritation and ingrown hairs.

Stay away from depilatory creams. The skin is too sensitive for it, and it will most likely cause an itchy rash. Not worth even trying.

Go to a salon that does Brazilian waxing. They'll take care of your problem. (Remember, I didn't say this won't hurt. It will. Bigtime.) But if the salon is rigorously clean and sanitary, it should be safe.
