i would say yes it is ok for anyone to look but not touch! we have the gift of sight and we should use it well. if there is a hot woman walking around than sure married or not anyone has the right to turn around and look! and say wow that was hot, or nice, etc...but a man must know his boundries. she may be hot looking but i am happy with my wife, or man she is fine and what ever man has or does gets her should consider himself lucky! i don't think a woman should get mad at a married man for looking a excepional beauty! i think rather that the wife should say wow that woman really nows how to get the eyes of a man on her now doesn't she? people should stop the jealosy in the world...just because you look doesn't mean you will touch. we may want too...but hows it feel to want. be happy with who you got and if not...find someone else... later.

If he look then he might as well touch but it's up to the lady to let him know how far he can go and it's up to the man to know better and if he loved his wife he would be looking and touching her instead of another woman dido for the woman

As far as I know, any male that has ANY kind of blood running through his body and has a pulse is going to look...it's not okay for him to touch unless that was my husband touching me!
