I am not sure exactly what you mean. There are many more than four reading skills, and they vary, depending whom you ask.
The four elements of language arts are usually listed as listening , speaking, reading, and writing.

I think you are referring to the 4-Blocks system. There isn't really anything "new" per se in it - but it is a decent framework for teaching reading.
