1. How do I get a lyricist??
2. Do I go by a studio, and ask them if I can burrow their lyricist?? Are there any special phone books to contact JUST professional Lyricist??
3. I want a lyricist with a B.A. (Bachelors Degree) in writing lyrics. Mainly for the genre rap music.

You find anyone with a B.A. in writing rap, you'll find a pretty horrible writer.
