You're the best judge of if you should get her something, and obviously you think that you should, so if you feel like your girlfriend's mother would appreciate a gift, don't worry about getting her a small something.
I'm not sure about getting her a Christmas tin of cookies. The tins just sit around & are useless after Christmas, after all, and do you really want your girlfriend's mother connecting you with something that's useless? Of course not.
Ask your girlfriend what to get her mother, since she would know best. It'd be nice to get something that goes with your girlfriend's gift, i.e. your girlfriend gets dishes, you get some nice napkins to go with them.
Since I don't know the situation, I don't want to say anything too specific, but I hope I've sparked a thought.
If nothing else, flowers are nice.

Its christmas get her Pointsettas that seems to be the best just in case it doesnt work out she will probably have the plant for years to come and if it does work out the same, once the cookies are gone you think she will keep the tin? And that way she wont know if you are on a budget or not its your first relationship, they will know that!

I favor a nice little plant. It doesn't have to be a big plant. A nice little poinsettia and maybe a little thing of fudge or some kind of special candy would be nice.
A bigger poinsettia or other potted Christmas flower would be nice - no candy needed for a bigger plant.
A plant that isn't specifically for Christmas but that's wrapped in a Christmas wrap is suitable.
Potted plants and/or cookies, candies, or fruit are about what's appropriate under the circumstances. If you go for dinner bringing wine is fine, but if you live where 21 is the age for buying wine there would be something kind of appropriate about bringing wine. A box of sweeties from a bakery is nice to bring if you're going for dinner.

a tin of Christmas cookies is a good idea. I'm not expecting my daughter boyfriend to give me any thing. A nice Christmas card would be nice. Now is the time to get to know her, so that you will be prepare for next year. A Hallmark keepsake ornaments make great gifts.

Nothing. You dont want to form alliances with extended family when the relationship is so young. If yo want to be poilite, you can bring a card addressed to the whole family or if you are at a loss for words, you can buy a palnt or a poinsettia. That way if it does't work out in the new year, you will still be remembered as "a nice young man."

Either get her a box of chocolate, wine,or cookies or just send a nice card. If she is inviting you for dinner, bring wine and a card. She will realise you are on a budget so whatever you get give to her from the heart.

Get her a nice scented candle. Everyone loves candles and they've got zero baggage associated - not too sentimental, not too distant. You can never offend someone with a candle and if her lights go out, she'll be thanking you! ;)
