No, you can't.
DSL signals (Digital Subscriber Line)are transmited through the telephone network, so, if you don't have telephone service, you can't have DSL.

No. dsl (digital subscribers line) travels on a high frequency through a phone line. If you do not have a land-based phone line you cannot get dsl.

No, there must be a phone line, and you will pay any fees for having it...whether or not you use a phone on it is up to you ;)
