If the two blanks are equal:
3.8x=36-9x
12.8x=36
x=2.8125

If the two blanks are not equal (and what I think is actually the problem based on its construction):
9(3.8)=9(4)-9(0.2)

we see that 9 is present on the right side, so 9 should probably go on the left side too
9(3.8) = 9(4) - 9(___)
we can then rewrite this as
9(3.8) = 9(4 - __)
if we divide both sides by 9, we get 3.8 = 4 - __
when we use .2 for __, the above statement is true.
therefore, we get
9(3.8) = 9(4) - 9(.2)

missing numbers will be represented as "x"

3.8x = 9(4) - 9x
3.8x = 36 - 9x

First: solve for "x" by keeping it on one side:

3.8x + 9x = 36 - 9x + 9x
12.8x = 36

Second: solve for "x" and divide everything by 12.8 >

12.8x/12.8 = 36/12.8
x = 2.81
